Foundation not sinking in and then looking cakey.

I’ve been loosing my mind trying to find something that will work for my skin.  I have combo skin but more oily than dry. I have eczema on the sides of my nose by my nostrils and patches here and there that pop up occasionally but they are pretty much under control. But my nose (even the places that get eczema) cheeks and forehead have oil.  I have a decent skin care I use before I put on my foundation. But no matter what I use for makeup the foundation doesn’t sink in well and then when I use setting powder it cakes in some spots or flakes off.

 The first pic is my daytime skin care I put on before my foundation. The sunscreens I go between the two of them. And even if I don’t use them on days I’m not outside it doesn’t change anything.  I went to Sephora the other day and the sales woman recommended the one step primer and haus labs foundation and one step setting powder. She said that my skin care sounded good. But still the foundation isn’t setting in ( I started using a damp beauty blender and it does a little better but not much ) after I use the setting powder it looks cakey and will sluff off in some areas and my poors are more defined and I look like I tried to spackle my face.  My dermatologist said my skin isn’t bad and looks pretty healthy.  I can feel oils in my skin even after I put all my makeup on.  I am so fed up and don’t want to look like I’m older than I am or that I don’t know what I’m doing with my makeup.  I have a variety of cleansers to use and exfoliating.

 The second pic is my nighttime skin care routine. Some times I don’t use the retinol every night.  When I do I wait a few hours before I add the collagen and ceramide. 
Do I need to change up my morning skin care or add something or take something away? Do I need different products to use? I’m sorry for the long winded post I am so frustrated and just need advice about this.

Sorry I just saw the reply. For some reason I didn’t get a notification. Yes I have been using one size primer right now. But I have noticed it doing the same things with other primers. I expect it to be off when I use one with silicone in it. But most of mine are water based.
