Best matte primer & foundation

Best foundation and primer for oily skin.... Im currently using the MUFE STEP ONE mattifying primer but I still manage to get shinny and oily.. I've tried the stila one step too [the white one I can't remember what its called] and the foundation I'm using is MUFE matte velvet but no luck in finding a good combo to control it

I use the combo of Estée Lauder Double wear-hourglass Mineral Veil and UD velvetizer to finish. I use cover fx matte setting spray to set.
