What can I do if I didn’t receive an item and I’m not from the United States?

Hi I’m from outside the United States, being specific I’m from the Caribbean and I recently did a big order and one of my items (huda beauty setting powder) was missing, I’ve tried to use the customers service message thingy and it always says that is unavailable so I’m guessing it’s because I’m not from the states, same thing with the phone number, so what could I do to report the issue? Please help

I had a missing product, a Tatcha skincare set, just recently as well. I am from a Caribbean island, the Cayman Islands and have to use a Freight forwarder. Because of that Sephora will not refund or ship another product out to me. I've had several products literally just not be packed and they refuse to do anything about it for us, stating policy.
