Gift Card Balance Scam Help

I have had an ongoing issue with a Sephora card since April. In March, I was given a $100 Sephora gift card for my birthday for my mom. She also purchased a second gift card for another occasion. Since the rouge sale, was only a month away, I wanted to wait until April to use the card. The day of the sale, I attempt to use the card only to find the card had zero balance, which of course was impossible on my end. I had not made an attempt to use the card. My mom tried the other gift card she had only to find it also had a balance of $0 despite never being used. Cards were both purchased at Vons

 

Since then, my mom has been going back and forth with Safeway( parent company of Vons) to either try to get a refund or new cards issue/balanced restored. It has been a struggle, and the customer service reps say it is Sephora who has been giving them a hard time. 

 

I am really hoping to receive some kind of resolution. I have been a loyal customer of Sephora for years and always receive gift cards for my birthday, Christmas and other celebratory occasions
