Coupon Code not working

I’m getting an error on the 2019Hooray code. I’m signed in and purchase is over $75. The same thing happened with the VIB sale and I was unable to purchase with the discount. It said I was not signed into Beauty Insider. I’m always signed in!! This makes it hard to shop via the app if none of the codes work!
