First, I would be sure to exfoliate! Doing so will brighten your skin and help with anti-aging/fine lines, because exfoliation sloughs away dead skin cells and evens your complexion. Bliss makes a good face wash that has exfoliating beads (Fabulous Foaming Face Wash)...but my favorite (by far) is by Dermalogica -- it's the Daily Microfoliant. It's like a facial in a bottle! Once you start to exfoliate, your skin will look brighter.
The next major step is to make sure that your skin is adequately moisturized. A lot of the fine lines I started to see on my face were caused by dryness -- the moisturizer I was using wasn't cutting it. Once I found a good one, my skin looked a lot different! For anti-aging benefits, it's great to have a moisturizer that is packed with other beneficial ingredients (SPF, antioxidants, peptides). For daytime, if you can find one with an SPF, that's great (if you can't, use a separate sunscreen!!). My current favorites (Caudalie Quenching Sorbet Creme and La Roche-Posay Hydreane) do not contain sunscreen, so I use a separate product (Neutrogena Ultra Sheer Liquid Daily Sunblock, SPF 70 - which works very well under makeup). A good moisturizer with SPF (if you want to minimize products) is DDF's Weightless Defense UV Moisturizer SPF 45 (or, at a lower price point, Neutrogena Daily Moisturizer, SPF 50). Be sure to wear it every day, even if it's cloudy. Since I'm not sure what kind of skin you have (dry, oily, combination, etc.), or what your budget is - I'm not sure what to suggest. For evening, I would choose a moisturizer that's packed with peptides -- like Kinerase. At a lower price point, I also love Olay Definity -- it's definitely brightening and very hydrating (I have used it with Retin-A, and it doesn't bother me at all).
The skin in your eye area shows age because it's thinner and dryer than the rest of your face -- so it's best to keep the orbital area well moisturized. I love Kinerase Under Eye Rescue -- it's hydrating and my eye area stays hydrated. I also like Dr. Brandt's r3p eye cream -- it combats fine lines, circles, etc.
In addition to a good exfoliant, moisturizer (am and pm), sunscreen and eye cream, you could also use a good antioxidant serum to protect your skin from free radicals and environmental toxins. There are so many from which to choose -- I have not found one that I can't live without yet, but I do like Ole Henriksen's Truth Serum (which boosts collagen and contains vitamin C) and Juice Beauty's Green Apple Antioxidant Serum.
RE: Foundation, I highly recommend Make Up For Ever HD Invisible foundation -- it has perfect coverage and will not settle into fine lines. It leaves an even, flawless finish. I love it!
...and, finally, if it is an option for you to see a dermatologist, I highly recommend doing so! You can explain all of your skin care concerns and s/he can recommend a good skincare regime for you, as well as the types of products to use that are well-suited to your skin type. I am only suggesting what I personally have tried and found useful, but I am not sure of your particular skin conditions -- so something that I love may not work well for you, or vice versa.
