As far as foundation, I'd go into a Sephora or Ulta and talk to an employee there. They've always been super helpful in getting me matched to a foundation shade. I knew I was pale, but could never figure out if I had cool undertones, neutral undertones, or warm undertones. They were able to get me matched up pretty quick.
As far as dealing with sweat and humidity (I'm a Carolina girl so I get you), I was never able to find a total fix, but I did find some items that helped. First was making sure I wasn't sweating or sticky at all when first applying my make-up. I always did my makeup with a fan in the bathroom to keep me cool and make sure each layer was fully dry before adding the next product. I also carried blotting papers when I left the house. There is a definite theme of making your face feel cooler even if it isn't actually cooler. Finally, try and go for a more natural make-up palette. Dark colors smear like crazy no matter what you do when you walk out into one of those choking humid summer days. Keeping it natural makes it less obvious.
