Why is there an active 30% off promotion for select BI members but nothing of the sort for Rouge customers?

Idk but seems unfair .. so rouge who obviously spends more don’t get a discount, but “select” (which I also think isn’t ok) lower tier ppl do get a discount .. I mean most companies reward those that are most loyal with their dollar hence spending the most ? I’ve been rouge for years, and i feel rouge continues to be less and less appreciated..guess upside is everything sold here can be purchased elsewhere and often with a discount, samples and free shipping.
