When my last 4 online VIB ROUGE orders arrived, none of my chosen samples were included. Is this a new rule?

My last two orders didnt have the correct samples either.  One order had all three samples wrong, and my last order had only one sample out of the three i chose.  Why offer samples if the warehouse staff can't pack the samples?I havent purchased as much this year from Sephora and this is making it easier to not shop here!!!!!
