What is the deal here with samples?

what is the deal??? I called customer support on November 13 regarding missing items I purchased from the rouge discount sale.  Had a lovely conversation about all of the missing samples as well and was assured that samples were being included in this order and some extra were to be added to make up for the missing samples that were offered to me by Sephora. What a fool I am, because I left the conversation feeling great and a valued customer. 

 I get two orders delivered today without samples. It feels like I’m not appreciated nor is my money that I’m spending.

Sephora, Don’t make the offer if you are unwilling to follow through!! It’s beyond rude and dismissive.
