Missing item in order

I received my order today but one item was missing and that item is now out of stock (the sea quench lip balm that's the first item in the screenshot)

Checking the information in the Help section I learned that if an item runs out after an order is placed you should receive an email updating you and a refund, however I did not get any such email/refund and the item is still shown as something I purchased in my order both in emails and my account purchase history. It was on sale so I totally understand it running out but since I never received it is there a way to get a refund?
