Missing item in delivery order

I just received my shipment and it's missing an item I was charged for  : too faced better than sex waterproof mini mascara, black . I paid for it and did not receive the item . Store #138 . Do i contact the store directly or how do I go about receiving the item immediately,or get a  refund if they can't? I have an event tomorrow at 5pm so really needed the item today 😞
