Did not receive sample

This is my first time purchasing from Sephora. Is it common to not receive the samples you pick out when you purchase a product online? Does this happen because there are no stock of samples? Is it better to purchase product in store so that you can physically pick out the sample? I understand that they are free, but it does make buying a product from Sephora that much more exciting when you receive samples that you might end up loving.
