Beauty Insider 20% code not working

I was mailed a 20% off Beauty Insider promo code to use on my next purchase. But when I try to use it at checkout, it doesn't work and says  "Offer available to select BI members". Why was this mailed to me if I'm not eligible to use it? Can someone please help?
