Re bleaching Blue dyed hair/oily hair

Anyone have any tips for re bleachng to lighten it a bit more. Can we bleach over colored hair? 

I used Good Dye Young Lightening Kit on daughters hair. She has naturally dark brown hair almost black. Then we used Good Dye Young Semi-Permanent Hair Color in Sky High which is a kind of pastel blue/light blue. Color did not turn out exactly how she wanted. It has now been over 3 weeks and she wants to try again. Can I just re bleach and color it or must I do something different now that it has been colored? Do I need to tone it?  This picture is how it looked after we bleached it. It has been colored.gdy- bleached.

She has has oily hair and uses Neutrogena anti residue shampoo and loreal clarifying. Will these affect her hair color after? Is there a good shampoo for oily colored hair?

We have bleached her ends before using same kit and then dyed hair with Good Dye Young Semi-Permanent Hair Color in Rain. That turned out fine.  Probably because it was shorter portion of hair and darker dye. Here is a pic of the first time. Over 1 yr ago.

I would recommend doing a bleach bath- it will remove the old color while gently lifting the hair a shade or two lighter. You can get the ingredients on Sally Beauty. I usually go for the 20 volume to mix with the bleach. The 30 or 40 volume would be too damaging on already bleached hair.

Clarifying shampoos usually cause the hair dye to fade out faster.

Thanks not exactly sure what a bleach bath is but will look it up.

Any suggestions on how to wash oily hair with out using clarifying shampoo?
