@Olympiasu Violet Voss makes some great colorful palettes. ABH/Norvina has some but they tend to be a specific color heavy. A few Melt palettes are pretty colorful but can be hit or miss from what I hear. 

 

Outside of Sephora take a look at Colorpop, BH Cosmetics and Pinky Rose.
