For a lip scrub I would recommend Kopari lip scrubby and for a lip balm I would recommend Sephora watermelon lip balm.

I use Laneige lip mask and sugar lip balm.

A scrub will help temporarily but prevention is the most important part. The key is to make sure you put lip balm on EVERY time you go outside. Don't let your lips touch the winter air without something on them. And make sure you never go to sleep without balm or a lip mask on.

I have tried SOOOOO many lip products and especially lip scrubs, but the one that saves my lips is the handmade heroes coconut sorbet lip scrub. It’s $10 on Amazon. All you have to do is take a small amount and scrub gently in circular motions on your lips for about 30 seconds, then wipe off and your left with this oily feeling on your lips that really hydrates the lips. I came to also suggest the Laneige Lip sleeping Mask. I find this really helps with very dry chapped and flaky lips! I use this mostly at night while sleeping, but it can also be used during the day. I also love the Malin +Goetz Mojito lip balm, it has a consistency similar to a gel like balm. The fatty acids in this balm really help keep my dry lips hydrated!

I have the same problem the best lip scrub for me is the one buy bite beauty. I don't like one with just sugar they don't do much. But I have been looking at a different brand it is higher price but they let you buy samples. henne organic lip products.  Hope this helps.
