cannot use 25% discount with a new credit card?

It looks like a lot of other people are having the same issue. I have opened my card so that I can use 25% discount and it won't let me use it. I spent like hours and days trying to figure this out and no one was able to? when they said it has been fixed?????????? 

The message I am getting is

Your order or profile does not qualify for the first purchase discount with Sephora Credit Card.

and my card got approved and I have received the card. Is this a scam? My credit score went down because of this and I thought it's ok as long as I get 25% discount!
