Why couldn’t I use my credit card rewards at Sephora in Kohls?

Why couldn’t I use my credit card rewards at Sephora inside a Kohl’s store? They were very willing to take my Sephora card but not use my rewards.

Q: Can I redeem my Sephora Credit Card Rewards at Sephora departments inside of other retailers?
A: No. Sephora Credit Card rewards are only redeemable at Sephora US stores and on sephora.com.
