This new policy is so bad

How is it that this new policy this year that involves all tiers would make rouge able to shop the first 2 weekends but unable to shop the last? How is that a thing? I spend SO much money at Sephora and have so much stuff in my cart yet I can’t shop during the VIB sale. SOMEONE PLEASE EXPLAIN BECAUSE IM HEATED AF.
