Summer Fridays lip butter balm empty?

I just went to Sephora to get an exchange for an item, but for some reason it seems that my lip butter balms are always just nearly empty or half full when I get them… I really just want a full one and it’s so frustrating, when I squeeze there is mostly just air coming out.
