So I bought the new MILK cosmetics toner a week ago and I noticed my face started to breakout SO BAD and I looked at the reviews on the product and see that some people had the same problem. Can I still return the product?

Yes. Returns are at the store's discretion. There's no concrete rule about how much you can use before a return won't be accepted--so use your judgement. I would feel comfortable returning a product with at least 75% of the product remaining. Any less than that and the sales people might give you looks. They just want to make sure people aren't abusing the return policy so as long as you're not you should be ok.
