Rescheduling fee

According to the policy, a rescheduling fee is only applicable if the appointment is rescheduled less than 24 hours of the scheduled time. However, I rescheduled my makeup service appointment two days before the original time, well outside of the 24-hour window. Why I was charged this fee? Is the charge automatic and then reviewed and refunded?
