Receiving Used Makeup

Has anyone else been receiving used products? This has happened to me twice in the past few months and I'm becoming concerned.

 

I thought it would be a no-brainer (especially at Sephora and full-price) that the makeup would be new but now I am not so sure. During a pandemic this is not a good practice at all and should be disclosed. I do not want to be paying full price for someones used products.
