Received opened product missing items

I ordered a pack of 40 acne patches. I just went to use them for the first time and noticed the sticker was not sealed. Inside I had only 3 packs of 10 instead of 4 packs of 10. What gives and how do I get my money back. Who is stealing items. The people packing orders or are we receiving used items. What the heck!
