Received 25% off but pending credit card approval.

I applied for the credit card but received a messaged about pending approval. I see the apply 25% off for new card holders in my check out but it won’t let me use it unless it’s with the Sephora credit card which I don’t have cause it’s pending approval. Has anyone experience this?
