PayPal balance won't show up to pay bill.

Everytime I go to pay with PayPal, it doesn't give me the option to use my balance, only credit/debit card(s). I have money in my account, enough of it but yet it won't. Help!

Just in case somebody stumbles into this post in 2019... I also encountered the same issue and tried to contact sephora's customer service to no avail. They have no idea how to resolve this.

 

Anyway, once you reach that screen with the choice between credit card or debit  just click the next button and you will reach a screen where it will say that sephora will use your paypal balance and if it is insufficient, they will use your credit/debit card of choice.

Paypal no longer allows you to use your balance unless you have verified your identify by providing them your social security number. Not every account has been hit with this requirement yet, but it sounds like that’s what’s going on. All accounts will eventually be required to provide this information. Your only options to to pay for purchases are by using a card or echeck account. The only option for your balance is to withdraw it to a bank account. These are regulations that were put in place after Paypal was dragged into the Russian election meddling probe. Russians opened Paypal accounts using false aliases to accept and make payments. This was all in the last updated Paypal user agreement that was emailed sometime last spring. The first group of accounts that were hit with this requirement were affected sometime over the summer of 2018. The second or third group just went into effect two weeks ago. Now that I think about it, if it says something like “claim it” under your balance then you’ve definitely been hit by the social security requirement. But not being able to pay with your balance is another indicator that Paypal wants your social security number

I have discovered the same issue, and have spent way too much time on the phone with both Sephora and PayPal customer service agents - both are clueless as to what's going on.  There is some setting with Sephora online payments that ignores an existing PayPal balance.  There is no fix to this, and I cannot get a representative to even acknowledge this problem exists.  I am very familiar with PayPal settings, and this problem is NOT fixable by setting PayPal balances as the priority.  This has to do with how Sephora initiates an automatic payment (unbeknownst to most).  If you go to your wallet settings, you'll see in "manage payments" that every time you make a payment to Sephora, it forces an recurring payment option - which is something companies do who offer recurring subscriptions as a way to guarantee the recurring/automatic payment.  You can inactivate this, but it doesn't fix the problem.  It only forces to to reenter your credit card information in the PayPal payment section the next time you place an online order with Sephora.  Something in this setting prevents the buyer from being able to use the PayPal balance, which never used to be the case and is very frustrating.  Again, you will be lucky to find someone at PayPal aware of this, and Sephora agents don't seem to be trained in this level of payment detail.  I noticed this inability to use my PayPal balance (only with Sephora, not other online vendors) sometime in 2018.

Weird! I use PayPal with all my online purchases and they have always dealt with any discrepancies that I have. That said, I also placed lots and lots of online order with Sephora via PayPal and Paypal will NOT take the money from your account or CC until the order has been shipped out by Sephora. It might show up on your PayPal transaction but it will also show as pending until it is shipped. Therefore, they will take out of your balance once the order is shipped and it is the default payment with PayPal regardless of what you select. PayPal will always take the money from your balance first. That won’t happen until the Sephora ships the item, which I think it’s a very good system. A couple times my order was cancelled but the PayPal authorization still shows up on my stem end but it says pending. Nothing was ever charged to my CC as PayPal will cancel any pending orders after 30 days. I hope that helps, it’s not an error, it’s just NO money will be charged until the product is shipped. Also, if you verified your PayPal account, it will make things a lot easier if there are problems. I hope that helps.

PayPal will always use your balance first, even if the credit or debitcard is selected. It’s just a default setting in case there are no funds in the account. If you have funds, they will be used.

I know this is old but has anyone figured this out? Same thing happening to me even though I have Paypal set up to use my balance first.

I'm having this exact same issue - and I have my PayPal set up to use my PayPal balance first, and it only gives me credit/debit options. Did you ever figure it out?

It’s just a default setting, if there are funds in the account they will be used first.

DIrectly from PayPal Customer Service forum:

When you use PayPal to send money, we always attempt to take the funds from your PayPal account balance first. If you have no PayPal balance, or not enough to cover the whole transaction, the remainder will be taken from your bank account. If you don’t have a bank account confirmed with PayPal, your debit or credit card will be charged instead.

The payment method hierarchy is as follows:

1. PayPal Balance.
2. Instant Bank Transfer.
3. Credit or Debit Card.
4. eCheque.

This has been going on for me since they allowed PayPal.  I chatted with cs, and even sent in an email.  I even pointed out to both of them at under payment methods is this

With a PayPal account, you can choose to pay with your credit card, debit card, bank account, or PayPal account balance for any purchase you make.

 

You our should be able to use your balance.  Drives me crazy!
