No samples in order

I’ve placed a few orders recently and it allowed me to choose 2 free samples online but they never showed up in my package. It’s kinda disappointing when its on your order form and they never show. Why is this happening over and over? It makes me want to find a site that doesn’t essentially lie on your order form.
