New Sephora card will not link to beauty insider account

I lost my original card and needed to create an additional Sephora card which will not link to my Beauty Insider account/app, just says account not active. I have spent significant time on the phone with Comenity and Sephora Customer Service who keep saying nothing can be done! I also submitted app feedback 3x - this should be an extremely simple fix - please help?!

This is such a silly thing and really should be a simple fix - who can we contact to fix this?!
