Missing Package, no refund or replacement

I placed a large order for Mother’s Day to put together a gift for my mom. By the Friday before Mother’s Day, my package is marked as delivered with a photo but when I got home it wasn’t there. I contacted Fleet Optics and they said they couldn’t do anything. I contacted Sephora and everyone I spoke to said they couldn’t do anything because their system wouldn’t let them. This is so ridiculous and frustrating.
