In Store Sample Policy?

I visited a Sephora yesterday to buy some primer and get a few samples (perfume and under-eye concealer). The associate assisting me begrudgingly decanted a perfume sample and when I asked for another I was quite rudely dismissed. One sample is the policy, he said, and when I questioned that he abruptly walked away.

I drove 2.5 hours to make my purchase and get some samples. I'd like to avoid disappointment like this in the future. With that in mind, may I please know the in-store sample policy?
