Gift card not working

I received a gift card as a gift. I went to the store to use it and they said it was not activated. I have the receipt from Walgreens showing the activation.  I called the number on the back of the card four times.  Was transferred around several times. Eventually was told I had to go to Walgreens. I went to Walgreens and they said there is nothing they can do about it. Any suggestion. Otherwise these gift cards are a complete scam.
