Gift Card Help

I have had an ongoing issue with a Sephora card for the past month. On Mother's Day I purchased a $100 Sephora card at Vons. Once my mom attempted to use the card, the lady at the register told her there was only $2 left on the card. My mom confirmed she never used the card prior, and I know I definitely loaded $100 cash, I have the receipt.

I immediately called Sephora and they let me know to reach out to the store. So I did, I showed up and told the manager the situation, she pulled up my transaction history and confirmed I did make that purchase, and then she hoped on the phone and discussed with I'm assuming the distributors of the cards. She let me know that they would get in contact with me.

I just got a response from them last night stating that:
"When a gift card is purchased in the store, the store is responsible for activating the gift card. If the gift card is not successfully activated, the store will owe the purchaser a refund. If the gift card is successfully activated, then the card partner charges the store and receives the funds. For this reason, any further issue with the gift card would be the responsibility of the card partner. "

So my problem here, is that the card was definitely activated because if it wasn't then the balance would have been $0, not $2. I also forgot to mention earlier, when I called Sephora that I asked for a transaction history and the lady was telling me transactions in increments of "$6" and other separate very small charges. Which is so odd because ...I can't think of any product at Sephora that is under $20. Very clear fraudulent acitivity happening.

It has been a struggle, and the customer service reps say it is Sephora who I need to get in contact with. I just don't know what to do, $100 is a lot of money, not to mention it was a gift to my mom.

I am really hoping to receive some kind of resolution. I have been a loyal customer for over 10 years. I am a rouge member. I get all of my beauty, skincare and hair care from Sephora and continues to do so. I really hope someone reaches out, thank you so much!
