Fenty, Missing Item in Order

I just received my order, was very excited to received it but highly confused and upset that I’m missing an item. I ordered the Fenty Beauty by Rihanna Soft Matte Complexion Essentials. The packet tells you to pick your shade for Pro Filter Soft Matte Foundation and a retouch primer and foundation brush would automatically come with it. I’m missing my foundation, the main item it asked me to choose so that I can qualify for my essential packet. My email came in stating I received my items but one item is missing, what number do I call? Can I go to a Sephora store to make a complaint?
