Didn’t get a temporary card

I applied for the Sephora credit card and got approved last Wednesday. I never got a temporary card even though on the user agreement it states that I should get one so I can use my Sephora Credit card right away and use the 25% off coupon. I called the (877) 945-4417 and they said that the temporary card is handled by the store and the store says it’s handled by the credit card company. This is getting ridiculous. I just want to use the coupon before the sale so the things I want don’t go out of stock. Are you not going to hold up your end that’s stated on the user agreement?
