Did not Receive my free Birthday in 2023 in Sephora in the Dubai Mall

Hello, I travel last year for my 50th Birthday in Dubai and when I went in Sephora in The Dubai Mall on my birthday May 21, and bought my makeup foundation necessary and didnot received my Birthday Gift, I was told that was only done in America but yet I see as proof on TikTok women receiving there Gift at Sephora in the Dubai Mall why I was treated like that was unfair. 
When I always received it in Sephora? Please help because am going to Sephora again on my birthday this year in Florida?
