Debit Card Refunded as Cash

I bought something on my debit card and wanted to return it. When I went to the cashier, she automatically gave it back to me in cash. I asked her why and she just went to get her manager and they said there's NO option to give it back in the debit card. Is this true for every store? I wish she would have told me before she processed it because I wanted it back on the card. Her manager said I had to go to the bank myself and do it. The reciept says the refund will be put back in the form of payment, so I'm wondering why it's not actually the case.
