Cash Back Rate go up for VIBers too?

Hello, I see that the cash back rate is at 12% for Sephora card holders that are Rouge members. Will the cash back rate go up for VIBers too? I have my order in my cart but I haven’t placed it yet, wondering if it might be coming up. Usually from what I remember when there is a promotional rate going on it’s for both the VIB and Rouge members.
