Anastasia Brow Frezze came white nor clear and “broken”

Hi, a few weeks ago I got the Sephora Favorites “Gleamy Dreamy Makeup Set” which included a mini 0.08 oz/ 2.5 g Anastasia Beverly Hills Brow Freeze Extreme Hold Laminated-Look Sculpting Wax. I just got to open the package since I wasn’t home, and I found the brow product like this!! Isn’t it supposed to be clear? I don’t know if it’s mold or what! Also it came like “broken”? Should I use it like this? Or should I get a replacement/refund?

So much “Oh no!” Yet your DM only said that “our system cannot process a reshipment or a refund because we have assisted you in other instances for order issues on this and other accounts.” 
you weren’t even helpful. 
I cannot get a replacement because in other instances you repleced ANOTHER broken item Sephora sold? 
It is unbelievable.
