Problems With Foundation Matching

My mom is having a problem with foundation. Even with the in-store color match, her foundation always ends up looking just slightly orange-y. She's tried several brands (Nars, Estee Lauder, Lancome, MAC, a few others) and they've all done this. 

Her makeup is very basic, just foundation, a little Laura Mercier or Tatcha loose powder to set (she's vigilant about using just enough to set and then buffing off fully), and blush. We've tried leaving off the powder, but that makes the off color of the foundation more noticeable. I've bought her different foundation brushes, etc. for her to change up the way she applies it; nothing seems to help.

Does anyone have an idea of why we can't find the right shade of foundation? Or what else might be going wrong here? Thanks so much in advance.

@puppytia a couple of thoughts for your mom:

First of all, do you think she's really getting a good foundation match in the first place?  Does she have any foundations that seem appropriate for her skintone?  If so, try having her visit the Findation website; it's a website that helps match a foundation of choice to a foundation that you currently have that works for you and provides a comparable shade match.

Another thing that she might try is grabbing some neutralizing drops.  For an affordable option, LA Girl makes some blue (yes, don't worry!) tinted foundation mixer drops; the idea is to add the necessarily amount of the drops to a foundation that's too warm and it neutralizes/cools down the foundation without actually messing with the texture.  Read the reviews on it; they're overall very positive.
