For hyperpigmentation I rely on Algenist Genius White Brightening Moisture Softener. I get it deep into my pores by rubbing it in gently with my Sephora Precision Pore Cleansing Pad. (It’s a great little tool for under $10!) I had very dark hyperpigmentation around my eyes, on one cheek, and on the sides of my face near my eyebrows and all of it is gone now just by using that, plus a good moisturizer. (I like Urban Decay Hot Springs Moisturizing Gel because it doesn't cause breakouts and really plumped my skin nicely to hide fine lines.) Hope this helps!

Hi. As for a serum, I have to vouch for Sunday Riley’s Good Genes. I know I sound like a broken record, but this product has done wonders to my skin. As for oils, something that has vitamin C. There are so many out there. One, not available through Sephora, is CosRx’s Lightening Vit C. It really delivers. Korres has an awesome brightening Rosehip Vit C; it does contain alcohol though. Others are winners are KoraOrganics noni glow facial oil and Biossance Squalane and Vit C oil. Hope you find what you are looking for!
