I have really dry skin and lately I have been breaking out on my cheeks. Does anyone have any recommendations on how I can get clear and moisturized skin?

If you're skin is too dry, it will break out like oily skin but more small bumps instead of stopped up big bumps. I would get a hyaluronic and niacinamide serum (the ordinary or Dr Gross or drink elephant). So some hydrating sheet masks and then start on a good vitamin c serum to promote turnover and smooth your skin. Try a gel or light matte moisturizer during the day, but go hardcore moisturizing at night with a good ceramide and or collagen moisturizer.
