Need help with skincare routine - but on a budget!

I need help with my daytime/nighttime skincare routine. I am on a tight budget, so I need affordable products.

This is my current process:

DAY
     Cleanser
     Pixi Glow Tonic Toner
     Pixi Retinol Tonic - sometimes
Hada Labo Gokujyun Super Hyaluronic Acid Hydrating Lotion
      Shiseido Moisturizing Lotion
      Neutrogena Moisturizer with 35 SPF

I am thinking that I need a vitamin C serum and an eye cream to really help my day routine, but is this were I should focus my energy/money? (I am 33 and my biggest issues are aging. I have dry to normal skin. Fine lines and redness but that is all) Would you suggest something different? And which ones do you suggest for the vitamin C serum and eye cream, if you agree?

NIGHT
     Cleanser
     Pixi Glow Tonic Toner
Hada Labo Gokujyun Super Hyaluronic Acid Hydrating Lotion
     Shiseido Moisturizing Lotion

I think I need an anti-agin serum for wrinkles and a good eye cream. Can I just use the same eye cream - both morning and night?  Is Mario Badescu a good one?

Should I use a different night moisturizer?  Should I add anything else to help with aging/redness?

  Thanks!

The Ordinary is your answer. I've recently purchased their lactic acid and the retinoid serum. Both are life changing and less than $10 apiece. I'm still searching for a vitamin C serum that works for me, but I've realized that this brand is a cult favorite for a reason! I really hope Sephora gets more of their products in their stock, because I'll buy it up!
