The best thing for acne is to MOISTURIZE! It is so important to moisturize, its the main reason people overproduce oil and keep getting acne.
That being said. Your best bet is to get a clean beauty products, ones with no mineral oil in it or silicon. I am listing products in order that you would use them in a routine.
If you wear makeup, get a mineralcil water cleanser. You can get any kind, even drugstore ones. There isn't much difference here between name brand and drug store here for this product. Try to get one with no oil in it. They are great for pulling extra dirt and makeup before you actually start cleansing your skin.
Get a cleanser that is gentle on the skin, preferably one without oil in it. Origins (checks and balances is a favorite), Boscia are both mid priced range brands that can have really great products that are all clean by Sephora. Philosophy is also decent for cleansers, but it is not clean by Sephora. Tatcha is expensive, but are truly something special to the skin. Dermalogica is relatively new and can have some great stuff too. There are lots of options for cleansers. Get one that doesn't have any fragrance added into it and one that works for your price range. There are other brands I have not mentioned that have good cleansers too.
Rice polishes are amazing for acne and the skin. They are exfoliating, but so creamy and soft. They do not break the skin which is very important for controlling the acne and keep it from infecting other pores. You can find some for relatively cheap or you can get ones that are more expensive. Rice polish mixtures last a long time, so if the price is more expensive, keep in mind it will last longer than a normal cleanser. Dermalogica and Tatcha both have one, I'm sure with a quick google search, there are other brands who make a rice polish for cheaper.
If you have the money GET AN ESSENCE. These make sure a huge difference for your skin and face. I highly advise getting an essence from any brand over a toner. Toners strip the skin of everything and it causes oily and combination skins to overproduce oil and it causes a vicious cycle. I used to use toner up until i discovered essences, there is a huge difference in my skin and acne. Essences are much kinder the skin and nourish it. It may sound like it doesn't do much for acne, but it does. It will make significant improvements to the skin. You will notice a difference in your skin the same day and you will see how products soak in differently into your skin with an essence. Its better to skip the serum and get this than to get a serum and skip this.
Serums are something that you can skip if you don't have enough money for, but it is advisable to get one. Specifically, get one with vitamin c in it. Its very important that it has vitamin c in it. Salicylic Acid is also a bonus if you can find a serum that is vitamin c focused, and has this in it. Salicylic Acid is good for acne, but sometimes it can make the skin extra dry. So if you get one with this acid in it, trial test it first to see if it strips your skin too much or causes too much dryness. Its more important that it has vitamin c though in it. Ole Henriksen has a great one, a bottle goes a long ways. Unfortunately, serums tend to run pretty expensive, no matter which brand you get compared to other skin care items.
Moisturizers are so important here. Make sure you stay away from all oils. Even ones that say "are built for oily skin", majority of them are just not great for acne. This is the place that you want to spend most of your money on. Origins "Ginzing" moisturizer is a great, clean beauty, lightweight moisturizer that's midrange priced. If you can splurge anywhere, it should be in a moisturizer. So I am going to suggest Tatcha the water cream here as well, it has a big amount of hype behind it for a reason. There are other moisturizers I like, but they are all more expensive than tatcha or just don't perform as well at the water cream. I highly suggest the water cream for acne, but ginzing is alright one too at a lower price. Stay away from "gel" moisturizers as well. They often do not provide enough moisturizing to your skin and can actually make both your skin and acne worse.
If this is all too expensive and you already have a skincare line this is what i would suggest. Continue to use what you are using, but add a rice polish in it too and use it to replace whatever scrub you are using now. Then double check that the moisturizer you are using is actually good for your skin and acne and isn't too thick or has oil in it. Ill be more than happy to give you more specific advise or answer any questions to help you out.
