Face routine and hyperpigmentation products

Hi, I'm having problem with finding a good skin care routine for day and night, i rarely breakout my main concern is having my face look smooth and refresh. It looks dull sometimes and I'm not confident sometimes to go outside without makeup. Also I deal with hyperpigmentation under my neck and sides of my face and I will like help to on products to help me fade those spots, I'm really insecure about my neck and its hard sometimes
