Looking for guidance!

Looking for some recommendations. Planning on doing my own makeup for my wedding next year and have budgeted for some new products. Trying to find  a few Sephora options.  Trying to spend around 175$ or less. Fairly pale with red hair, skin isn't very sensitive but my eyes are! The foundation I just finished up was Clarins (02 Pale Ivory). Looking for foundation, setting powder, blush, mascara (can't be waterproof I react badly to waterproof mascara), contour, a purpley eye shadow (cream would be prefered) and lip product, possibly a setting spray. For the lip product I'm looking for something a bit pink with some gloss. I've been using maybelline superstay matte ink for years my favourite shade is lover.
