is the h2o hydrating boost from tarte good for oily skin as well?

Most hydrating things like those will be good for oily skin.  I have very oily skin and have been studying skin.  I have learned that skin gets oily when it is not moisturized enough.  If it isn't, your skin is going to feel the need to try and moisturize itself which is what makes it oily.  It tries things on its own.

This moisturizer works well for all skin types and is pretty lightweight, so you should be fine to use it on oily skin.
