Foundation help

I am having a really tough time finding a foundation that works with my skin. I have an extremely oily T zone with a very dry outline and the rest of my face is well balanced. My skin is also SUPER sensitive. Most foundations I try make me itch and they flake off. I would like something with good pore coverage but, honestly, at this point I just want to find something that doesn’t break me out or make me want to scratch my face off. 
Any suggestions?
