What is the best way for me to keep my lipstick from smearing?

I have had problems with my lipstick smearing lately. I use liner and blot, but it still smears some. What could I do differently?

@Scarlett1990 @Have you tried a lip primer like the one from MAC? Or dusting translucent powder over a tissue over the lips?
