Lip liners that don't dry out your lips

I have really dry lips but they are also naturally very tinted, so usually I wear a sheer lip gloss or lip balm. I've been wanting a lip liner that I can wear without too much lipstick or anything, but a lot of the ones I've tried recently have been the pencil kind and dried out my lips. They also just didn't go on very smoothly on to my lips.

Does anybody have recommendations of lip liners that won't dry out my lips? I think the twist up kind will be best but if you have a pencil kind you love that's also helpful.

Also if you have a shade of lip liner that you think would go well with Glossier Balm Dotcom Lip Balm and Skin Salve Rose please let me know!
